The 2030 California mandate for healthcare facilities is a significant regulation that requires all acute-care hospital buildings to be capable of remaining fully operational following a major earthquake by January 1, 2030. This mandate is part of the seismic safety standards set by the state to ensure that hospitals can continue to provide care without interruption after an earthquake. Industry leaders gathered at the Pivot Interiors Los Angeles Design Center for a compelling discussion on the impacts of this mandate to healthcare design and construction.

Her priority is to guide design development to provide solutions that are supportive of healthcare processes, withstanding the rigors of the clinical landscape, and are respectful of care teams, staff, patients, and families who work in and visit healthcare facilities.
Scott Mackey, AIA, NCARB, APEC, Design Manager at Hensel Phelps
Scott brings more than 35 years of experience primarily focused on healthcare projects. His experience with managing the design process and integrated pre-construction services spans his career. Scott is considered an expert in the delivery of healthcare projects to the extent that he is currently Vice Chair of the Hospital Building Safety Board for HCAI. He has completed over 100 hospital, clinical and laboratory projects in his career.
Gary Dunger, Executive Director for Cedars-Sinai Health System
Gary oversees the development of Planning, Design and Construction projects for the entire Cedars-Sinai Health System from inception through project close-out. Formerly the Business Process Manager, Chief Fire & Life Safety Office and Regional Compliance Officer for the State of California, Office of Statewide Health Planning & Development (OSHPD), Gary has been involved with health facilities construction for 30 years.
Mike Gilmore, Principal at Mazzetti
Mike has a 40+ year career in healthcare planning, design, and construction. He has held significant roles within major construction groups and pre-construction groups, specifically excelling in Integrated Project Delivery (IPD), Design/Build, Progressive Design Build, Design Assist, and CMAR delivery methods. During his tenure at Control Air Ent., LLC, he led the MEP scope on projects. Michael is a member of ASHE, CSHE, ASHRAE, and DBIA.
The forum was moderated by Roy Stark, Senior Vice President and General Manager for Pivot Interiors. The panelists’ shared experiences and expertise offered valuable lessons for all attendees, fostering a deeper understanding of the complexities and innovations in the field.
